Honestly I think either works. I like both a lot.

I fully agree. <3 If they do use their voice, stronger willed characters have an easier chance to break out of it than ones with a weaker will. Unless you want to make it where their voice either puts calm or a sense of fear into someone. Like their singing can alters ones emotions, but not control it/them.

Something like that could work. That or, its only at certain registers that their powers come into play, or they can choose to sing normal or not. I think as long as it's made so that people can still fight against it's control, etc. it's fine. Yanno? We just want people to have control over their characters.

Maybe instead of them being Exes they have this weird... thing.. going. Maybe Ensei is someone who is uninterested into in him. Which makes him maybe somewhat unattainable and that much sweeter to the Siren? But then the Siren and the Phoenix are exes so theres some drama there since the Phoenix is Ensei's friend.
