I use firealpaca for the drawings (it has onion skin mode + autoplay so you can preview things)

Wick editor to add music and mess with the frames. It has a timeline, so I can drag the frames to be longer or shorter to match the audio.

Krita also has animation, but you'll need FFmpeg to export the animation and I had no idea how to do that, haha.

Macromedia flash is another, although I've never used it.

All options are mainly for PC.
