How many strong ones should there be total then? The total amount of characters is going to be 12-14, for reference.

Hmm, okay, maybe something like 4 powerful for 12 or 6 powerful for 14? So, just a little less than half. Or we could do even less powerful and do 2-12 or 3-14. Whichever you think is better for the powers you have in mind.
