How do you unlock more territory levels to explore? Do you just have to find every tile of the previous level? Because I feel like I've done that but I still only have level 1 unlocked

There is a large storm over Mississippi, Alabama, and Tennessee, so that may be why. Although it doesn't seem like enough to delay a flight that much.

Well, I don't know... I don't really wanna drop Borealis, but if it's necessary, I can. I wouldn't mind her being paired up with someone else's dragon, but I'll have to redo her posts.
