How do you unlock more territory levels to explore? Do you just have to find every tile of the previous level? Because I feel like I've done that but I still only have level 1 unlocked

There is a large storm over Mississippi, Alabama, and Tennessee, so that may be why. Although it doesn't seem like enough to delay a flight that much.

This is probably a stupid question but I'm going to ask it anyways-

Will the Outpost riders be present during the attack or just the students of the academy? And I'm assuming the apprentice riders and dragons will be bonded already?

Question 1: Will the Outpost Riders be Present During the Attack or just the Students of the Academy?
Answer 1: The Outpost Riders will not be at the Academy. They won't even know what has happened, though they can suspect something bad when they stop receiving communications. So just the students and riders stationed at the Academy.

Question 2: Will the apprentice riders and dragons will be bonded already?
Answer 2: Yes they will ^^ They'll have been bonded for about a week or two at this point, and will not have received any real formal training.
