How do you unlock more territory levels to explore? Do you just have to find every tile of the previous level? Because I feel like I've done that but I still only have level 1 unlocked

Honestly I feel like right now I need at least one of the wolves to post before Melie can honestly do anything. But I do hope we'll all be back soon
