I think you can set as many rivals as you want? It just gives a 1 in 5 chance of finding a rival. So 4 of 5 are still random. But if you wanna fight packs from the same factions, you need to go to their den page and there will be a button for adding them as a rival

In a previous WoW, I logged on and 2 packs had added me as a rival already, before I got on that day. I ran into at least 8 packs, but I think more. Not one was a rival, and the rival scores stayed the same for about 3 days. On the third day I added a pack I encountered as a rival before defeating them, then I started running into my rivals again.
This was a few months ago but I never reported it, I also couldn't test it this WoW to see if it's still happening or not.

Hi, it randomly chooses if you run into a rival or not. So, you probably just had bad luck.
