The top scientists would be part of it and so would the new subjects

The top scientists would include specific types of scientists, though each one would probably have quite a few different areas of study/expertise, so like-

A chemist that actually worked to develop the thing

A neurologist/psychologist/etc that's making sure it doesn't do anything terrible there

A physician/biologist/etc that's making sure it doesn't do anything terrible to the body

And, like, a head of reasearch. Probably.

But that just might be me being more avoidant of groups nowadays haha-

And how many are there because of the 'nothing to lose' reason versus 'rich' reason would be up to everyone. Like. If everyone has, say, four to six characters total then I wouldn't be telling anyone how many have to be rich versus nothing to lose. That'd be up to them.
