Maybe it would work better if there were 2 packs that lead this?
Like they would both need to be online every day so communication is open and frequent.
Pack A duties-handling idea thread and shaping text (it means advertising in Sales from time to time, keeping track of suggestions, coming up with how to turn it in comic while also having 'actions/description of art' in () aka something like what @Corax Noir has in their blog)
Pack B duties-making list and schedule for artists, advertising, having comics in stock as plan B :3, PMing artists so they meet deadlines. Maybe a week before their turn so artist can clear comissions or whatever other art stuff they have to do so once it's their turn they have time to do it. Also this pack would probably have to be there as motivator to an artist since some are unsure about their art and either keep trying to fix it or take forever-pretty art is great to have, but it the end it's better to have something decent and finished then perfect and late/unfinished comic. Don't take that as insult please ;-; just trying to highlight that artists here are more often then not newbies when it comes to organizing or have consistent style and they do it for fun and mush so this can be challenging to them ^^ which is good, which they know when hey apply, but we could all use that extra push.

Pack B would be the one posting comic in thread or having to do the final deed. Pack As duites are done when they post refurnished text with actions like those in @Corax Noir's blog.

Pack A and B wouldn't really have much to talk about if/when things go smoothly. They would be a bridge between text and art, each handling one. Like Pack B won't tell Pack A how to do their job unless artists have complaints, nor would Pack A comment on how art is done unless it's way off script-it would take some time to find middle ground, but I think these two shouldn't meddle with other area too much since they obviouly specialize something else,they can have and voice their opinion, but not order other to do something.
