Is there is any way to improve affinity between two wolves so that they no longer dislike each other? Or is it something that can't be changed?

The only way is with a make friends item, which costs apples.

You can also get rid of/sell the wolves with bad affinity, which will help increase your pack happiness, but as for the affinity wolves have towards each other, the Make Friends is the only way to change it
