I know that having 30 points gets you 3 pups per litter, but I wanted to know if having over 30 points in Maternal does anything like a higher chance for getting talents or defects?

Well having more than 30 points in maternal gives you a good chance of having 3 pups per litter, not an actual guarantee. Also, maternal CP only influences the amount of pups born, nothing else
