It's up the vampires mainly Blood-Gifters, as mentioned before, are humans who offer their blood. Some vampires don't mind sharing them, but others tend to grow fond of them or their blood and decided to keep them to themselves

anyone can rent them but some vampires will pay to house them if they like the taste of their blood (or will just force them sometimes) tammy says it better so ignore this-
