They're mostly the close relatives of the emperor [cousins, siblings, etc.] and they do have a partial say. However, the emperor's children would have the first claim before them.
They have a claim to the throne if they're no offspring left of the former emperor/empress.
Although, a few would use alternative means to get it. Like assassination, sabotaging, or sullying their reputation to weaken their claim.

Gotcha. I am thinking about a nephew of the Emperor that's blessed with oracle powers [because I want to play a child with oracle powers & a kid with powers anyway]
