There's a good chunk of wolves who get sold early on and spend their lives under not the breeder. Not all of my 'keeper' wolves are bred by me.

"Only the Wolf Owner can calculate the details, so if you don't want to see this on your wolves, don't calculate it."

It should be either calculatable by anyone or the last owner (and/or breeder) before it died. The former seems simpler.

I voted for Calculate by Breeder before I saw starmutt's comment, but I think calculate by breeder or by last owner. If I don't want to my wolves to have COI when they're alive, I definitely do not want someone else being able to calculate it later. In fact, I'd find it rather annoying if I keep COI off a wolf for their lifetime and as soon as they die someone calculates it anyway.

I'd also like to note that most people voted for COI. Even if most people again vote for COI for deceased wolves, I think the majority of people who did not want COI would also not want COI to be available on deceased wolves for anyone to calculate.
