Familiars are a Premium feature. If you have a Premium account, your pack will occasionally run into them in Explore and give you the option to befriend them if you have familiar slots open.
Whether or not your wolves succeed is dictated by the amount of Social CP they have. Additionally, some familiars can be bought from Bidoo's Bone Shop or various Event Shops, both found at Realm > Marketplace. :)
