Yes, you can breed a wolf with the Infatuation boost anytime. You have to wait until the next wolf party event for a first generation one, though

I bred my male to a female in the trading post which lost me a lot of mushrooms, but I don't get the pups! Why?

Pups are born in the female's den, and belong to the pack who owns her.

You may kindly pm the person to negotiate a deal about the pups if you would like one, but they do belong to that person and they have the right not to give you one.

Because they set her up for mushrooms.

I suggest that you don't breed to other peoples' females unless you make a deal with them first.
