Yes, you can breed a wolf with the Infatuation boost anytime. You have to wait until the next wolf party event for a first generation one, though

Pack>Food and drinks> check the box and hit feed all wolves, or you can feed them individually.

Would like to add onto this, a wolf cannot die if you dont feed it or water it, they just can't PvP or explore and don't regain health.
