According to the updates in the news on July 17th, it states:

"The PVP Battle notice will only show if there is battle available from someone who is not in your faction."

If you're seeing a PVP battle notice against someone in your faction, I believe it is considered a bug and should be reported in the bug boards. :)

I put it on the big boards but it was moved
