Go to the alpha wolf you want to breed, then scroll down and click "Manage Wolf", then breed.

To breed non-alpha wolves, you must find a wolf you'd like to breed to in Realm > Trading Post. Fill the appropriate parameters in the search box and find a wolf you want to breed.
