They are monster encounter in Explore. They have around 200 health and hit for 40 (?) Damage. If you beat them, you receive a Raven Feather. They are only around for the Halloween Event. You can also trade in 5 Hellhound Hearts (A item you get from defeating a hellhound/dog) to him, in exchange for 5 Brains (The Event Currency).

From my understanding his health and damage were increased because he was too easy to defeat.

you have to have 5 hearts, and they automatically trade when you find a gwyn ap nudd
