I generally pick a theme or a sorta vague concept that I wanna focus on (like memory, for example) and I sorta work out the mechanics of the world. Usually, I just write down a stream of consciousness / free write, sift through the important bits, patch any holes and start thinking about hierarchy, power structure, and other more fundamental bits like whether souls are a thing, how the afterlife works, where in the universe my thing exists in, what physical laws exist, etc., etc. In summary, I start big and narrow it down from there x3

I start by my plot. If I'm making a world, there is usually a story. I start with the lore. Magic? No magic. My theme, is it on earth or in space? The government system. Is it medieval-themed? Post-apocalypse? Modern-like? I think about the weapons and the species. Are they humans? Elves? Dwarves or a totally new creature? Honestly, I just go with whatever my mind thinks about first and then I add on. I have to have some sort of motivation for it, I can't just be told to write a world.
