TJ didn't miss the meeting, he just thought that he should bring the tent to not have to deal with the others. (Or at least that's what I thought it was- :P)

It's gotta be both, now. And he wouldn't plan on a city being his final destination. Tyler was probably planning on going with the group until they found someplace they liked, then deciding whether or not he like it there as well. If he didn't, he'd wander off and never be seen again.
