The program and brushes will only help so much. I used free ones for years before switching. You can achieve this on any program! Practice/skill matters most.

example of some shading styles, ive used all of these styles im pretty sure LOL
rushed but hopefully you get the gist

art c me
1. my main style, more blocky and less refined, using a gradient to complete the look- makes life easier lmao
2. more realistic, carefully following the fur direction and making small details (can be painted on instead)
3. cell shading, essentially you go from light to dark on seperate layers
4. lined shading, pretty fun to do and simple, you just line where the shadows should be and color in the shading

some here have mentioned shading colors to use- personally i use a dark red or black
though your use of colors can change depending on your oc's colors/environment. For example the image you provided would work best with a dark purple- mostly to match the background but also to work with the oc's colors (a cool colored palette!)

What I did when I started to learn shading is a took a regular black color traced the outline of where I though shadows should go ( under cheek fur, ears, ect) then lowers the opacity. Then repeat until I'm happy. I can make a small drawing showing what I'm saying that that would help.

For shading on white fur/surfaces I'd recommend blueish colors
