In the game guide I read, it mentions to be careful not to expand a wolf pack too quickly, or it could make it hard to feed them all. I was just wondering when I should start expanding. Should I wait until I reach a certain level? Or my wolves reach a certain age? I only have two wolves at the moment, so I'm not sure what to do.

I'd recommend working on 1-3 wolves at first, making them good at battling by exploring the forest. Make sure you use your CP to give it to their battle, resolve, agility, perception and luck so you can fight better and find things. Once you have enough food that you're able to easily feed 6+ wolves, then I'd suggest buying more or breeding. Really it's up to you on when you feel you're ready to add more wolves!

Only add as many as you can feed. I made the mistake of adding all 15 pack members in about a week and I cannot feed them. Maybe add them slowly over a few months.
