I'm going to start taking her outside for now on and I'll make a vet appointment for Penelope this has been going on since I took her to get her groomed on the 16th.

A bit late to the party but hobbyist dog trainer of some years here! It's good you're scheduling a vet since an online forum game really isn't going to give you the best answers but...
A dog exhibiting an usual behavior, like peeing inside very suddenly, could be a health issue or an anxiety thing. Taking her to the vet would help rule out health issues so that's the first step.
A dog urinating inside is a management issue. It's the owner's fault for giving your dog the chance to. I'd hold back water / food about an hour before you go to bed and then crate your dog for short amounts of time and let her out through the night (since she's a small breed).
just be careful and patient with your dog. It's not her fault. :')
