Explore Time Reset

Just curious what the reason is for my explore time to be reset to 60 minutes until I can explore again. I just logged in recently and haven’t explored in a while. I went to explore and at one point e plots screen said 60 minutes till explore but the upper right corner said I could explore now. I refreshed the page then both said 60 minutes.
