I always make sure my wolves are at max agility/battle/resolve when I send them to my highest lvl. Otherwise, they're stuck in lvls 1 - 7 for BE training

So I'm starting to find gangs of wolverines and herds of deer in explore now. Wish me luck because I don't know how much longer my team can last in higher forest lvls before we start finding 3+ bears in battle
