Apparently the quests are based off overall territory, not terrain specific. There's a suggestion about it here

No idea. I checked encyclopedia and elk appear after level 21. I am level 13 at the moment

I doubt she would trade the dog away. The dogs name was Rocket after the racoon in Guardians of The Galaxy. It was a malamute mixed with another breed but I don't remember which. It was a beautiful dog
