It was fine when people would report sites so the schools had to block the sites manually, because not every site was blocked, but now River can't do half the thing River wants to do :( River can't even play River's favorite game ToT

Yes, the individual artist must be credited. If you were just to credit the site, then the artist would not receive proper recognition. However, please keep in mind that the image used must also be free-to-use/stock.

If I made an avatar but ended up having to use a reference of another artist's work for the legs, and got permission to do so, do I need the artist to physically write down the proof, or just have them tell me it over a public comment section of the referenced art (like they did)?

Sorry if I sound sarcastic, I'm tired and I want to do this right the first time.

You'll need to credit them still, yes. You'll also have to show proof they gave you permission
